One of Nagito's core beliefs is that once you are born a certain way you remain like that forever, this can be seen in his speech during chapter 2 where he states "A small dog can never be a big dog no matter how hard it tries" and "A penguin cannot soar no matter how much it wishes to" one of his ideologies is firmly set in that once you are born you are permanently stuck like that.
